Course Description
This course studies the philosophy of state decision-making, the intellectual and institutional foundations of policy design and the relationship between governance processes and society. Students examine how public policy is formed, which social, economic and political factors shape it and how policy decisions affect the quality of public life. The course connects policy analysis theories with real governance practice, covering goal and priority setting, diagnosis of public problems, selection of policy instruments and evaluation of outcomes. A systematic approach to public administration is encouraged throughout, with emphasis on evidence-based justification, transparency and public responsibility. Students learn to approach public policy not only as an administrative practice but also as strategic thinking shaped by social justice and sustainable development.
