Dr. Shahin Bayramov

 

Shahin Vagif oghlu Bayramov is an economist and higher education leader with extensive experience in academic governance, international cooperation, and public policy. He was born on July 4, 1979, in Mingachevir, Azerbaijan.

He holds bachelor’s and master’s degrees in International Economic Relations from the Azerbaijan State University of Economics (UNEC) and a PhD in Economics.

Mr. Bayramov has held a wide range of academic and leadership positions at UNEC, including Associate Professor and Vice-Rector for International Relations and Programs. He has played a key role in developing international partnerships, managing MBA and continuing education programs, and advancing university governance and internationalization initiatives.

Earlier in his career, he worked as an expert on Azerbaijan’s accession to the World Trade Organization, expert at Milli Majlis (Parliament of Azerbaijan) for national education policy, and later as Deputy Head of the Department of Science, Higher and Secondary Education at the Ministry of Science and Education.

Mr. Bayramov took part in several international leadership and academic programs, including the U.S. Department of State’s Junior Faculty Development Program and the Hubert H. Humphrey Fellowship, with professional training at Pennsylvania State University and Cornell University.

He has led and coordinated major European Union–funded projects under the TEMPUS and Erasmus+ programs and has served as a national coordinator for Erasmus+ and a member of the Bologna Follow-Up Group (BFUG). He is the author of more than 40 scientific publications on higher education governance, internationalization, sustainable development, and economic integration.

Mr. Bayramov is a member of the Governing Board of the International Association of Universities (IAU) and an honorary professor at Lanzhou University of Finance and Economics (China) and Kyrgyz Economic University.

From 2019 to 2024, he served as Rector of Mingachevir State University. 

On May 20, 2024, by Presidential Decree, Shahin Vagif oghlu Bayramov was appointed rector of Qarabağ University.
