Faculty Council

1. General Provisions

1.1. The Faculty Council of the School of Education of Karabakh University (hereinafter referred to as the “University” and the “School” respectively) is an elected collegial governing body of the School.

1.2. The composition of the Faculty Council is formed for a period of three years from candidates nominated by the structural units of the School and is approved by the order of the Rector of the University.

1.3. The early reformation of the Faculty Council may be carried out upon the request of at least two-thirds of its members, as well as in exceptional cases by decision of the Rector.

1.4. The Dean of the School chairs the Faculty Council. The Dean plans and implements the activities of the Faculty Council.

1.5. By virtue of their positions, the Dean, Vice Deans (one of whom serves as Deputy Chair), and the heads of all departments within the School are members of the Faculty Council. Other members of the Faculty Council are elected by secret ballot at the general meeting of the academic staff of the School. The number of members elected at the general meeting is determined by the Dean of the School.

2. Duties of the Faculty Council

The Faculty Council:

  • Discusses and adopts decisions on important issues related to specialist training, research activities, and material-technical support within the School;
  • Discusses candidates for the position of Dean of the School;
  • Reviews and makes decisions regarding candidates applying for academic positions in departments in accordance with established procedures;
  • Reviews and discusses curricula, course programs, research project proposals, and reports on teaching-methodological and research activities of departments;
  • Discusses plans for research and educational activities, as well as results of implementation of professional development plans for academic staff;
  • Reviews and discusses the Dean’s annual report on all areas of School activities;
  • Discusses the outcomes of students’ scientific and scientific-pedagogical practice;
  • Conducts elections for department heads, professors, associate professors, senior lecturers, lecturers, assistants, and research staff within the academic personnel of the School;
  • Reviews applications of staff members applying for academic titles and submits recommendations to the University Faculty Council;
  • Reviews applications of candidates holding PhD degrees who are working on doctoral dissertations and applying for research positions and provides opinions;
  • Reviews and provides opinions on the scientific and methodological activities of departments;
  • Recommends graduates of the School for admission to master's, doctoral, and dissertation programs; approves dissertation topics and work plans of graduate students and doctoral candidates; conducts their annual attestation;
  • Discusses measures for involving students in research activities;
  • Discusses other important issues related to the activities of the School.

3. Organization of the Faculty Council’s Work

3.1. The Faculty Council operates based on an annual work plan prepared for each academic year, discussed, and approved at the Faculty Council meeting.

3.2. Decisions of the Faculty Council are adopted by simple majority through open voting on all educational and research matters, and through secret voting on matters related to election of academic staff.

3.3. At least two-thirds of the members must be present for the Council to consider any issue.

3.4. Decisions adopted through open voting at Faculty Council meetings enter into force after approval by the Dean.

3.5. If the Faculty Council systematically fails to fulfill its decisions and responsibilities, a motion of no confidence in the Dean may be brought for discussion upon request of two-thirds of the members.

3.6. Meetings of the Faculty Council are recorded in minutes. The minutes are signed by the Chair and the Faculty Secretary appointed from among the members and stored in the Dean’s Office.

3.7. The Chair of the Faculty Council organizes regular monitoring of the implementation of adopted decisions and informs members about progress.

3.8. If the decisions of the Faculty Council contradict legislation or other normative acts, they may be revoked by the Rector of the University or the head of the central authority to which the University is subordinate.

4. Other Provisions

4.1. These Regulations are prepared in accordance with the provisions of the “Regulations on the Faculty Scientific Council of Higher Education Institutions” approved by Order No. 794 of the Minister of Education of the Republic of Azerbaijan dated November 10, 1997.

4.2. Amendments and additions to these Regulations may be made when necessary. They enter into force after discussion and approval by the University Faculty Council.
