Shahin Bayramov
PhD in Economics, Associate Professor
Shahin Vagif oghlu Bayramov was born on July 4, 1979, in Mingachevir, Azerbaijan. He graduated from the Mingachevir Lyceum of Natural Sciences, Mathematics, and Humanities in 1996. The same year, he was admitted to the Faculty of International Economic Relations at the Azerbaijan State University of Economics (UNEC), earning a bachelor's degree in International Economic Relations in 2000. He continued his studies at UNEC, completing a master’s degree in the same field in 2003.
From 2003 to 2006, Bayramov worked as a local expert on various international projects under the Ministry of Economic Development of Azerbaijan (now the Ministry of Economy) focused on Azerbaijan's accession to the World Trade Organization (WTO). He participated in bilateral and multilateral trade negotiations with the United States, European Union, Japan, Australia, Türkiye, and other countries as a member of the Negotiations Group.
In 2005, Bayramov began his doctoral studies at UNEC and defended his dissertation on "The European Union's Neighborhood Policy and Azerbaijan's Integration into the European Economic Space" in 2011, earning a PhD in World Economy. In 2012, the Higher Attestation Commission under the President of Azerbaijan awarded him the title of Doctor of Philosophy in Economics.
From January 2005 to September 2016, he served in various academic roles at UNEC, including Senior Lecturer, Department Head, and Associate Professor in the Department of International Economic Relations. He also managed UNEC’s MBA program (2005–2009) and served as Head of the Distance and Continuing Education Department (2009–2011).
In 2009, he was selected for the U.S. Department of State's Junior Faculty Development Program and studied Economics at Indiana University in Bloomington.
Between 2006 and 2014, he served as an expert for the Science and Education Committee of Azerbaijan’s National Assembly and contributed to drafting the "Education Law" and "Science Law."
From 2012 to 2017, Bayramov served as Vice-Rector for International Relations and Programs at UNEC. In 2015, he was awarded the Hubert H. Humphrey Fellowship under the U.S. Department of State's Fulbright Program and completed professional training in higher education administration and academic leadership at Penn State University and Cornell University in the USA.
Between 2011 and 2017, Bayramov also coordinated UNEC's WTO Reference Center and the WIPO Fundamental Library and served as a liaison for UNEC with the UNCTAD Virtual Institute.
From 2017 to 2019, he was Deputy Head of the Department of Science, Higher, and Secondary Education at the Ministry of Education (now the Ministry of Science and Education).
Throughout his career, Bayramov has participated in numerous international seminars, conferences, and forums in countries such as Türkiye, Japan, Switzerland, the United States, Germany, France, the United Kingdom, Austria, and Belgium. His contributions span topics such as higher education management, academic leadership, Bologna Process reforms, and Azerbaijan’s economic integration into the European Economic Area.
Bayramov has authored more than 40 scientific articles and theses published in Azerbaijan, the United States, Austria, Switzerland, Türkiye, and other countries. His research covers topics such as higher education management, internationalization of universities, sustainable development, and Azerbaijan's role in global energy security.
From 2013 to 2017, he served as the author and grant manager for the European Union TEMPUS project "Improving and Developing University Governance in the Field of International Relations." He also led the Erasmus+ project on "Strengthening Sustainable Entrepreneurship Ecosystems in Azerbaijani Higher Education Institutions (ENGAGE)."
Bayramov has held leadership roles in various international education projects, including serving as a coordinator for the Erasmus+ program under Azerbaijan's Ministry of Education and as a member of the Bologna Follow-Up Group (BFUG).
He is a member of the Governing Board of the International Association of Universities (IAU) and an honorary professor at China’s Lanzhou University of Finance and Economics and Kyrgyz Economic University.
On July 31, 2019, Bayramov was appointed Rector of Mingachevir State University, a position he held until May 20, 2024, when he was appointed Rector of Karabakh University by presidential decree.
