Vice-Rector for Financial and Administrative Affairs

Rustam Vagif oghlu Isgandarli was born on November 24, 1989, in Shamakhi, Azerbaijan. In 1995, he enrolled in the Russian-language section of Secondary School No. 2 named after E. Huseynov in Shamakhi and graduated in 2006. That same year, he was admitted to the Faculty of General Economics – Finance and Credit at Azerbaijan State University of Economics (UNEC), graduating with honors in 2010. Between 2015 and 2019, he pursued a second degree in Social Management and Law – specializing in Law – at Nakhchivan State University.
Isgandarli has over 10 years of experience in finance. He has worked as an accountant for several prominent organizations in Azerbaijan, including Aztelecom LLC, Modern Group of Companies (Alyans Tekstil), and Shamakhi Rixos and Palace Hotels.
Since 2017, Isgandarli has served as the financial manager of PMD Group. Between 2018 and 2019, he was the General Director of Shamakhi Palace Hotel, and from 2019 to 2022, he held the positions of Deputy Director of Operations and later Financial Director.
In 2022, he became the Director of the Ukraine-Shamakhi Regional Center under the Honorary Consulate of Ukraine in Azerbaijan and served as an advisor to the Honorary Consul. Subsequently, he took on the role of Chairman of the Board at Baku Business Group.
By the order of the Minister of Science and Education, Emin Amrullayev, dated November 7, 2024, Rustam Vagif oglu Isgandarli was appointed as the Vice-Rector for Financial and Administrative Affairs at Karabakh University.
